CMPS SCORE Constitution

Preamble

We the members of CMPS S.C.O.R.E. do hereby establish this Constitution in order that our purpose be realized to its fullest extent.

Article I – Name

The name of the organization will be The CMPS Student Community for Outreach, Retention, & Excellence henceforth referred to as CMPS S.C.O.R.E.

Article II – Purpose

SCORE is established for the expressed purpose of recruiting, retaining, and supporting underrepresented minority students (African American, Latino/a, and Native American) in the College of Computer, Mathematical, and Physical Sciences.

CMPS SCORE understands and is committed to fulfilling its responsibilities of abiding by University of Maryland, College Park policies.

Article III – Membership

Active membership shall be limited to person officially connected with the University of Maryland, College Park as faculty, staff, or registered students. Students enrolled in the Spring Semester as well as students enrolled in summer school are eligible for summer membership. In addition, the following requirements are necessary to constitute active membership:

1. Payment in full of financial obligations as determined by organization. Dues are not required for voting, active membership.

2. Attendance of at least 50% of all meeting or events during a semester.

3. Active participation in all activities sponsored by CMPS SCORE unless the activity interferes with either scholastic or financial restraints

CMPS SCORE openly admits students to its membership and does not discriminate on the basis of race, color, creed, sex, sexual orientation, marital status, personal appearance, age, national origin, political affiliation, physical or mental disability, or on the basis of rights secured by the First Amendment of the United States Constitution.

Article IV – Officers

CMPS SCORE will be governed by the following:

1. An elected President (or other designated officer) will preside at all meetings of CMPS SCORE

2. CMPS SCORE shall also maintain a Vice President. The Vice President’s duties shall be to preside at all meetings and functions that the President cannot attend.

3. Club members shall also elect a Secretary-Treasurer who will handle all dues, accounts, new members, rule observances as stated meetings, protocol, etc. The Treasurer shall act as the SGA liaison.

4. The role and duties of the faculty/staff advisor shall include attending meeting, providing counsel to the Organization’s officers, etc.

5. In the event that an elected position becomes vacant, the Executive Board shall appoint an interim officer until an official election can be held.

6. The executive officers of CMPS SCORE must be currently registered undergraduate students

Article V – Operations

1. Voting Eligibility – Those members meeting all requirements of active membership, as set forth in Article III will be granted voting privileges.

2. Election Process – All officers shall be elected by a majority vote of eligible voting members of CMPS SCORE. Active membership is required of all candidates (rev. 01/04/2003). All elections will be held on an annual basis during the month of November.

3. The President will take over nominations from the floor, the nomination process must be closed, and movement seconded. The nominated parties will be allowed to vote.

4. All voting shall be done by secret ballot to be collected and tabulated by the Secretary-Treasurer and one voting member of CMPS SCORE, appointed by the outgoing President.

5. Removal – Any officer or committee chairperson of CMPS SCORE in violation of the Organization’s purpose or Constitution may be removed from office by the following process:

a. Any written request by at least three members of CMPS SCORE
b. Written notification to the officer of the request, asking the officer to be present at the next meeting an prepared to speak
c. A two-thirds (2/3) majority vote is necessary to remove the officer. In the event of a tie, the President will vote.

6. Meetings – All meetings will occur on a weekly basis or regular basis at a time selected by CMPS SCORE an will follow the procedure set forth below

a. Attendance
b. Report by the President
c. Committee reports
d. Vote on all committee motions and decisions
e. Any other business put for the by the members of the club
f. Dismissal by the President

Article VI – Finances

CMPS SCORE will finance the activities it engages in by the following means:

1. Membership dues (appropriate amount set by CMPS SCORE Executive Board)

2. CMPS SCORE will submit a budget to the Student Government Association Finance Committee on an annual basis and request funding appropriate to the effective operation of the organization for each year.

Article VII – Amendments

The constitution is binding to all members of the CMPS SCORE. However, the constitution is not binding unto itself

1. Amendments to the constitution may be proposed in writing by any voting member of CMPS SCORE at any meeting at which two-thirds (2/3) of the voting members is present.

2. These amendments will be placed on the agenda for the next regular meeting of the executive council or other officer grouping.

3. Proposed amendments will become effective following approval of two-thirds (2/3) majority vote of active members.

Article VIII – Registration Renewal

CMPS SCORE will apply to the Office of Campus Programs for registration on an annual basis one month after CMPS SCORE's new officer elections.

Addendums

Addendum to Article IV

Sub-Committees under CMPS SCORE
All Chairpersons will be elected as per the CMPS SCORE Constitution (Art. V, Sect.1-4). All will be considered members of the CMPS SCORE Executive Board.

The Sub-Committees under CMPS SCORE are as follows:

Community Outreach chairperson is responsible for establishing and maintaining CMPS SCORE’s presence in area communities. This chairperson is required to provide avenues for CMPS SCORE members to interact with community youth through academic and social activities. This Chairperson is to work with the Secretary of CMPS SCORE for any endeavors that may need two managers.

Career Development chairperson is responsible for establishing and maintaining communication with corporate sponsors and partners. This Chairperson will be required to provide guest speakers and career development workshops as necessary. This Chairperson is to work with the Treasurer of CMPS SCORE for any endeavors that may need two managers.

Academic Excellence Chairperson is responsible for promoting academic talent and success through events that include the community and primarily the CMPS SCORE Membership. This Chairperson will be required to provide resources and academically stimulating workshops as necessary throughout his/her term. This Chairperson is to work with the Vice President of CMPS SCORE for any endeavors that may need two managers.

Mentoring Chairperson is responsible for maintaining the CMPS SCORE Mentoring Network. This includes establishing mentor/mentee relationships with members of CMPS SCORE. This Chairperson will be required to promote the success of the relationship throughout his/her term by providing workshops, retreats, and other stimulating activities.

Public Relations Chairperson is responsible for any outside communications of CMPS SCORE. This communication includes, but is not limited to, fliers, newsletters, emails, listservs, newsgroup postings, newspaper advertisements, letters (thank you’s, invitations, etc.), etc. This Chairperson is also required to provide documentation of all CMPS SCORE correspondence to the faculty advisor/sponsor for the duration of his/her term.

Social Actions (formerly Social Events) Chairperson is responsible for creating and implementing socially stimulating activities for the Membership of CMPS SCORE. This Chairperson is responsible for any annual social events that the Executive Board may decide upon. This Chairperson is to work with the President of CMPS SCORE for any endeavors that may need two managers.

*No Executive Board will eliminate any Sub-Committee without reasonably relocating the function of the Sub-Committee to another Officer or Chairperson. Effectively, all of the functions above are to be maintained even if the Sub-Committees are eliminated.
